In this analysis
The White House state visit for Xi Jinping produced channels on emerging technology, fentanyl cooperation and limited trade movement, but it did not resolve the central disputes over Taiwan, industrial competition, rare earths or strategic alignment.
That makes the summit important for a different reason. The two governments are building mechanisms for managing rivalry even when neither can compel the other to accept its preferred settlement.
China's leverage is material
Beijing's position in rare-earth supply chains gives it a form of coercive leverage that tariffs alone cannot quickly neutralise. Washington's military and financial advantages remain substantial, but interdependence makes escalation costly to both sides.
Frequent summits can freeze as well as solve disputes
Leader-level contact lowers the risk of misreading and can create temporary bargains. It can also postpone difficult decisions. A relationship can become more predictable without becoming more cooperative.
The measure is implementation
The useful indicators are whether tariff reductions occur, whether the new technology dialogue produces incident rules and whether Taiwan policy changes in practice. Pageantry created political space. It did not settle the balance of power.
